As regards the point raised in the first paragraph of Miss Ruston's minute, the report has been formally submitted to the Secretary of State under cover of the letter signed by the Chairman and Members of the Committee at (48) and there seems to be no need for any further communication.

In deciding any distribution of copies of the report, we must bear in mind its confidential nature and draw attention to the point when any copies are sent out.

The attention of the outside members of the Committee should also be drawn to the desirability of regarding the contents of the report as confidential for the time being. I have added a sentence to the draft letter of appreciation by Miss Ruston.

This report by the Committee appointed at the end of December last is an authoritative document and to me convincing on its main recommendation that the University of Hong Kong should be re-established as soon as possible on a firm financial basis with staff and facilities adequate to make it fully capable of playing an effective part in Sino-British relations in the cultural field.
